Darfur’s historical legacy of decentralised government at the regional level has led to the marginalisation of regions as the central government has lacked commitment to devolved governments. Similarly, a lack of appreciation for Sudan’s cultural, religious, and tribal diversity has undermined efforts to establish an effective system of decentralisation.
