It analyses how local authorities and communities are involved in negotiating and delivering on borderland governance agreements that seek to promote peace, security and stabilisation, particularly around the seasonal migration of livestock (transhumance). By examining the effect of local cross-border cooperation and the role of local actors in borderland governance, the report assesses the ways in which local cross-border agreements reflect local realities and prioritise the meaningful participation of diverse local actors. The report also considers how local borderland governance agreements interact with arrangements around national and regional borderland governance. The report reinforces earlier findings that borderlands are not ungoverned spaces. Local communities manage cross-border relations around trade and livelihoods through local agreements. The report finds that local cross-border agreements around transhumance have transformed the livelihood practice from one that is poorly negotiated and largely unregulated at the local level into one that benefits transhumant and settled local borderland communities in the three borderlands. Those few people who planted crops were displaced, and the traditional ‘talaga’ systems — agreements negotiated between farmers and herders for cattle migration — broke down. However, the 2024 agricultural season in South Darfur marked a remarkable recovery, with harvests reaching 70-95% of pre-war levels across 14 localities where Concordis supports peacebuilding . There will be no famine in South Darfur this year as a result. Concordis trained and facilitated Advisory Groups to mediate conflicts and stabilise agricultural production. Advisory Groups are made up of trusted people from every community. They generate early warnings of conflicts arising, and intervene quickly before violence escalated. The city of Obo in the Central African Republic has a history of conflict dating back to 2008, when the Lord's Resistance Army (LRA) began attacking the area. While the LRA is less active now, violent groups persist in the area. Recent attacks threatened social cohesion between the city's Muslim and Christian communities, with many Muslims fleeing due to fear of reprisals. The nationwide crisis of 2012-2013 arrived to Kouango in February 2013, with the arrival of the Séléka armed group and the formation of anti-Balaka a year later. The presence of armed groups has had a number of negative effects on many aspects of life. The arrival of the Central African Armed Forces (FACA) has had some impact and has eased tensions. When considering the issue of land use and tenure in Darfur, participants were quick to emphasise that the humanitarian crisis in the region must be resolved and conditions of security restored before meaningful progress can be made on addressing some of the root causes of the conflict. Nevertheless, the question of access to land has been a significant factor in the development of the current conflict, and it requires concerted attention after any successful peace agreement is forged in the future. Powerful people opposed there being a peace agreement between these communities. There was a very real risk that participants may be attacked, either at the conference or whilst travelling there or back. The next day, the Concordis team mobilised members of the Advisory Group on both sides of the border, including members from the Vakaga group from CAR and Taaisha members of Um Dafok group from South Darfur, in collaboration with the Islamic Council of CAR. Omda Habib al-Tidjani, who is Taaisha and head of the advisory group in Um Dafok, travelled to CAR to mediate. He held talks with the Gula leaders to find an alternative to the conflict and persuaded the Taaisha youth, who had mobilised in CAR for revenge, to withdraw. His community was forcibly deported from their village in 1989 by the military. He was taken to Sénégal where he lived for 18 years, before coming back to PK 3. “We had to leave our lands, our animals and all our belongings, we lost everything. When we came back, we realised that our villages were occupied by other communities.” In Mauritania, we support two communities locked in a land dispute, helping them resolve it to mutual benefit. Concordis has trained and financed the work of 110 community mediators, like Al Houseïnou – local people who are well placed to help their communities find sustainable solutions to their differences. “Before, we didn’t talk to the other community that occupied our village. But thanks to the mediation of Concordis, which favours dialogue and sharing, we are now living together. We cooperate and we have even organised inter-community weddings. In this way, Concordis has helped establish social cohesion". In 2008, the Wolof community was repatriated to the village, leading to tensions: “Our (Wolof) brothers returned to this village where they had lived before. At the beginning, we experienced many difficulties in cohabitation with disputes and verbal exchanges that were sometimes quite violent.” Concordis helped organize a number of dialogues aimed at fostering social cohesion and working out disputes between the Wolof and Moorish communities. “We live in symbiosis. The two districts form a united village with a single Wolof village chief and his Maure deputy, in this case myself. This situation, which is beneficial to both communities, is the result of Concordis' intervention.” Concordis has been working in Mauritania since 2013. Our work focuses on building sustainable and resilient peace by empowering local community members to find workable and durable solutions for peace. We train local people to be mediators in the places where they live; to be the voices of peace in their communities. They organise dialogues, conferences and meetings in which the root causes of conflict can be identified and managed peacefully by the community, for the community. Fatimata was born and raised in Keur Madike, but in 1989, her community were deported to Senegal. “When we returned, we found our Moorish brothers in our place. At the beginning and for a certain period of time, we had problems with them because they occupied our houses and used all our goods.” Concordis has been working in Mauritania since 2013. We’re committed to working with communities to help them resolve their own problems. We believe this is more effective and much more sustainable than trying to impose solutions from outside, so we’ve trained and financed the work of 110 community mediators – local people who are well placed to help their communities find sustainable solutions to their differences. Concordis is helping women like Fatimata to build resilience through economic diversification away from agriculture. At the height of the pandemic, there was little availability of face masks in the south of Mauritania. We turned crisis into opportunity. Concordis obtained funding to make face masks and used it to enable women-led cooperatives made up of women from both communities to create shared livelihoods. More face masks means COVID-19 is less likely to spread Investing in womens' livelihoods makes them more independent Income can be invested in agricultural methods that increase yield and food security Increased food security improves resilience to shocks like crop failure Generates sustainable income for the members This is what conflict transformation looks like. Achta Fakitom, a member of the Concordis Advisory Group and the Vice Mayor of Bocaranga, contacted the powerful owner of the herd in Chad. By guaranteeing the safety of the cattle whilst they grazed in northwest CAR, she convinced the owner to allow his herders to be disarmed. The Vice Mayor collected 18 weapons from the herders and returned them to Chad, leaving the local settled population feeling safer and more secure, and allowing the cattle to graze safely in CAR, throughout Chad's dry season. The Joint Community Court (JCC) was set up as part of peace dialogues facilitated by Concordis. This was to address the lack of an agreed tribunal to resolve legal disputes between Misseriya and Ngok Dinka people. Comprising a mix of Misseriya and Ngok Dinka traditional judges, they are accepted by both sides. We provide ongoing support and coaching for the judges, and this year we also built them a physical court building for hearings. When we conducted a survey, we found that women trust the Community Court, but said that the court struggles to deal with cases of rape, child offenders, adultery and prostitution. We worked with the court's judges and legal experts in Misseriya and Dinka traditional law to create a hybrid traditional legal system to manage these difficult cases in a way both communities can accept. This legal system uses Sharia and Dinka doctrines to support women who have been attacked. A security protocol was agreed and the result was a much more peaceful migration season. The armed groups gave Concordis a freedom pass, permitting us to work and travel safely in the areas they controlled. Additionally, when 55 cattle were rustled, herders had called in the armed group who were about to reap vengeance on the village they held responsible. Instead, Concordis negotiated the return of the stolen cattle and secured the safety of the village. Many inhabitants of the region are agriculturalists or pastoralists (see Figure 2 below), whose livelihoods are dependant upon their land or access to land - climate change, in this regard, may severely impact many inhabitants. Environmental changes are already shifting traditional transhumance/pastoralist migration routes, further causing land access issues and conflict and exacerbating social strains in areas that are not used to accommodating pastoralists. On top of this, irrigation is severely underdeveloped in the region, and much of Sahelian nations' existing irrigation infrastructure lay in states of disrepair. These factors make effective and inclusive governance difficult. Analysts, including those here at Concordis, emphasize these as important drivers of tension and violence. This is exacerbated by conflict and violence becoming increasingly ‘regionalized’ due to porous (mismanaged or unmanageable) borders. Alongside this, armed extremist groups, like Boko Haram or Al-Qaeda in the Islamic Maghreb (AQIM), and their exploitation of national and local grievances are an increasingly major security issue that has drawn concern outside of the Sahel.
